India GCC Location Intelligence
The Location Below the Country

India is no longer the decision. The city is. Once the decision to establish a GCC in India has been made, selecting the right city becomes one of the most important strategic choices — talent availability, operating costs, leadership access, ecosystem maturity and scalability vary significantly across locations. This guide helps boards evaluate those differences objectively, across every material city and eight industry verticals.

Before choosing a city, boards first decide whether to build a GCC at all. If that question isn't settled yet, start with our GCC Strategy & Advisory practice.

Which City For Which Mandate

The hub tables above show national comparison across 8 dimensions. This section goes deeper: for each of the 8 major GCC verticals, which city combination is optimal — and why, on Cost, Talent, AI Readiness, and Risk specifically for that domain. Scores are 1–10; composite is unweighted average.

How to read domain scores: Each score is city-specific to the domain (e.g. Pune's Talent score for Automotive is 9.2, not its general Talent score of 8.4). A city may have a moderate general position but be dominant for a specific vertical if the specialist talent pool, industrial anchor, or regulatory adjacency is highly concentrated there. Scores are Accelor assessment, synthesised from Nasscom-Zinnov 2026, Mercer 2025, SIAM, CBRE, and vertical-specific reports.

Location Intelligence Verdict · 2026
India is 28 decisions. The right answer depends on what you are building.
No single city wins every mandate. Hyderabad scores highest on the composite (all four dimensions balanced) and is Accelor's default recommendation for most 2026 mandates. Bengaluru wins on AI/ML depth — the talent advantage is not replicable anywhere else in India. Pune is the automotive and manufacturing engineering answer. Chennai is the best-value Tier-1 for cost-sensitive scale. Mumbai earns its place exclusively for regulatory-proximity BFSI. For Tier-2, Kochi leads on cost and attrition, GIFT City Ahmedabad is category-defining for fintech treasury GCCs.
The hub tables in Sections 1–3 above are reproduced verbatim from the GCC Evaluation Framework page and use that page's 1–5 rating scale. The domain scores in this section use a 1–10 scale and are domain-specific, not general city scores. Use the domain section for mandate-specific decisions; use the hub tables for overall ecosystem comparison.
