India GCC Location Intelligence
The Location Below the Country
India is no longer the decision. The city is. Once the decision to establish a GCC in India has been made, selecting the right city becomes one of the most important strategic choices — talent availability, operating costs, leadership access, ecosystem maturity and scalability vary significantly across locations. This guide helps boards evaluate those differences objectively, across every material city and eight industry verticals.
Before choosing a city, boards first decide whether to build a GCC at all. If that question isn't settled yet, start with our GCC Strategy & Advisory practice.

Speed & Scalability: Zinnov/Ceipal GCC Tracker 2025-26 · state single-window clearance policies · company facility disclosures. "Governance & Risk" draws on Deloitte Global GCC Study 2025; NASSCOM-Zinnov GCC Report 2025.
Methodology: Cost benchmarked vs New York (Major Hubs) / Bengaluru (Emerging & Future Hubs). Tier-2/3 ratings are Accelor estimates. "Select Enterprises" = verified captive GCCs only — IT/BPM vendors excluded.
Which City For Which Mandate
The hub tables above show national comparison across 8 dimensions. This section goes deeper: for each of the 8 major GCC verticals, which city combination is optimal — and why, on Cost, Talent, AI Readiness, and Risk specifically for that domain. Scores are 1–10; composite is unweighted average.
How to read domain scores: Each score is city-specific to the domain (e.g. Pune's Talent score for Automotive is 9.2, not its general Talent score of 8.4). A city may have a moderate general position but be dominant for a specific vertical if the specialist talent pool, industrial anchor, or regulatory adjacency is highly concentrated there. Scores are Accelor assessment, synthesised from Nasscom-Zinnov 2026, Mercer 2025, SIAM, CBRE, and vertical-specific reports.
Once your location is finalised, the next phase is legal entity formation, infrastructure, compliance, technology and talent enablement.
Explore GCC Setup & Infrastructure →Match Your Mandate to the Right City
The Accelor City Evaluation Module weights all 28 cities against your specific mandate across 12 dimensions and produces a ranked shortlist with financial model and incentive calculation. 5-day turnaround from mandate brief.
